Read the Google guidelines and you will see they say,

"A good rule of thumb is whether you'd feel comfortable explaining what you've done to a website that competes with you."

Just because text is only revealed when hovered over or in a drop box doesn't make it wrong. For example, this text is for visitors and not here for google, should this page be banned just because this text is here?
